Go to OneDrive settings> tap "Upload camera"> tap "Reupload from original formats"> turn on the switch labeled "Reupload photos as live photos".But you can easily upload them back to OneDrive as live photos. If you have previously downloaded live photos from your device, those photos would have been stored as still photos by default. To play back the motion and sound of your Live Photo on OneDrive for the web, you can click the “Live” badge at the top left of the image. To play the motion and sound of your Live Photo in the OneDrive iOS app, you can touch and hold the photo in the OneDrive iOS app. Once downloaded, you can view your Live Photos on the OneDrive website and in the OneDrive iOS app. OneDrive now stores and plays all the movement and sound of your Live Photos. Instead of a still image, you get the moment captured with movement and sound. With Live Photos, your iOS device records what happens 1,5 seconds before and after the shot. After testing the feature with beta users since October, Microsoft today announced that the OneDrive iOS app now downloads Live Photos.
